　　一、項目背景

I. Project Background

　　1.1西咸新區概況

1.1 Overview of Xixian New Area

　　西咸新區于2011年5月正式成立，是國務院批準設立的中國首個以創新城市發展方式為主題的國家級新區，定位為大西安現代化新中心，中國（陜西）自由貿易試驗區的重要板塊之一。位于西安和咸陽兩市之間，包括空港新城、灃東新城、秦漢新城、灃西新城、涇河新城五個組團，總規劃面積882平方公里，承擔著建設“絲綢之路經濟帶重要支點、我國向西開放的重要樞紐、西部大開發的新引擎和中國特色新型城鎮化的范例”的重要使命。

Xixian New Area was formally established in May 2011. It is the first national new area with the theme of innovative urban development in China established upon approval of the State Council. It is positioned as the new modern center of great Xi’an as well as one of the important parts of China (Shaanxi) Pilot Free Trade Zone. It is located between Xi’an and Xianyang, including Airport New City, Fengdong New City, Qinhan New City, Fengxi New City, and Jinghe New City, altogether five groups with the total planning area of 882 square kilometers. It undertakes the important missions of constructing “the important pivot of the Silk Road economic belt, the important hub of opening to the west in China, the new engine of the large-scale development of the western region and example of new urbanization with Chinese characteristics”.

1.2 Overview of Airport New City

　　空港新城是西咸新區五大組團之一，位于西咸新區西北部，總規劃面積144.18平方公里，規劃建設用地面積36平方公里，是目前國內最大的臨空型自貿片區之一。空港新城立足于打造國際航空樞紐、建設“四個中心”（絲路交通商貿物流中心、國際會展和文化創意中心、國際航空服務業和航空高端加工制造聚集中心、生態和農業小鎮示范中心）的總體定位，圍繞“追趕超越”總要求，大力發展“門戶經濟、樞紐經濟、流動經濟”，并著力提升營商環境，生態環境和宜居環境。

Airport New City is one of the five major groups of Xixian New Area. It is located in the northwestern part of Xixian New Area with the total planning area of 144.18 square kilometers and the area of the planned construction land of 36 square kilometers. It is one of the largest airport free trade zones in China. Airport New City bases itself in the overall positioning building the international aviation hub and the construction of “four centers” (the Silk Road Trade and Transportation Logistics Center, International Exhibition and Cultural Creativity Center, International Aviation Service Industry and High-end Processing and Manufacturing Cluster Center, and Ecological and Agricultural Town Demonstration Center), focuses on the general requirements of “catching up and surpassing”, vigorously develops “portal economy, hub economy and mobile economy”, and strives to improve business operating environment, ecological environment and livable environment.

　　2.1唐順陵概況

2.1 Overview of Tangshun Tomb 

　　唐順陵位于西咸新區空港新城東部，緊鄰西安咸陽國際機場規劃T5航站樓，是唐女皇武則天母親楊氏(579-670)之墓，陵園平面略呈長方形，占地面積110萬平方米，順陵經過三次加封，兩次詔廢，形成了從里向外三重布局、保存相對比較完整的陵園形制，1956 年被列為陜西省第一批省文物保護單位，1961 被列入第一批全國重點文物保護單位，為古墓葬類全國重點文物保護單位。其石刻藝術堪稱唐陵之冠。順陵具有較高的歷史、藝術、考古及科學研究價值，是研究唐代陵園形制、營建等級模式以及石刻藝術等十分珍貴的實物資料。

Tangshun Tomb, located in the east of Airport New City of Xixian New Area and adjacent to the planned T5 terminal of Xi’an Xianyang International Airport, is the tomb that Empress Wu Zetian built for her mother (579-670). The mausoleum is slightly of a rectangle and covers an area of 1.10 million square meters. The mausoleum was granted more titles three times and abrogated twice, forming the shape of a triple layout from the inside to the outside and relatively well preserved mausoleum. In 1956, it was listed as the first batch of cultural relic protection units in Shaanxi Province. In 1961, it was included in the first batch of national key cultural relic protection units. It is the key cultural relic protection unit of the ancient tombs. Its art of stone carving can be called number one of the tombs in the Tang Dynasty. Tangshun Tomb has a high historical, artistic, archaeological and scientific research value. It is a valuable material for the study of the shape of mausoleums, the model of construction grade and the art of stone carving in the Tang Dynasty.

　　2.2 T5航站樓及綜合交通樞紐（GTC）規劃情況

2.2 The planning of T5 terminal and general transportation center (GTC)

　　T5航站樓是西安咸陽國際機場的核心航站樓，規劃占地約24公頃，建筑面積70萬平方米，整體風格為唐風，將于2018年開工建設，計劃2025年建成投用，至2030年可滿足旅客吞吐量4800萬人次，遠期與衛星廳共同承擔旅客量7000萬人次。緊鄰T5航樓東側，規劃建設集高鐵、城際、地鐵、公路、機場捷運等多種交通方式為一體的綜合交通樞紐（GTC），其占地8公頃，建筑面積45萬平方米，設車位5500個，將實現航空旅客與多種交通方式的便捷換乘。綜合交通樞紐建成后，將成為大西安的核心交通功能性設施、城市綜合服務體和臨空產業發展平臺，成為陜西省發展的新動力源。

The T5 terminal is the core terminal of Xi’an Xianyang International Airport. It covers an area of about 24 hectares, with a building area of 700 thousand square meters. The overall style takes the style of Tang Dynasty. The construction will commence in 2018 and is expected to be completed and put into operation in 2025. By 2030, the passenger throughput will reach 48.00 million person-times every year. In the long term, the passenger throughput, together with the Satellite Hall, will reach 70.00 million person-times. Next to the east side of T5 terminal, the general transportation center (GTC) is planned to be constructed with a combination of high speed railway, intercity traffic, subway, highway and airport MRT, which covers an area of 8 hectares, with a building area of 450 thousand square meters and 5500 parking spaces. It will facilitate the choice of a variety of transportation modes by air passengers. After completion. The General Transportation Center will become the core traffic functional facilities, urban integrated services and the platform for the development of airport industries of great Xi’an, and become the new power source for the development of Shaanxi Province.

　　空港新城規劃在T5航站樓前建設約3平方公里的T5站前綜合商務區，主要以航空產業、高端酒店、商貿服務、總部辦公等為主，打造臨空特色鮮明的綜合型商貿服務核心，形成空港新城東門戶。

Airport New City plans to build a T5 Comprehensive Services Area of about 3 square kilometers in front of T5 terminal, mainly engaged in the aviation industry, high-end hotels, business services, and headquarters office and so on, with the purpose of creating a clear and distinctive comprehensive business service core, forming the east gateway to Airport New City.

　　2.3 唐順陵遺址公園規劃設計定位

2.3 Planning and design orientation of Tangshun Tomb Ruins Park

　　全世界只有一座國際樞紐機場毗鄰國家級文物保護單位，也只有一處大遺址坐擁一座國際樞紐機場，為進一步做好順陵遺址保護，妥善處理好文物保護與區域開發的關系，通過“遺址公園模式”，建設古代文化與現代文明交相輝映的唐順陵遺址公園，將唐順陵打造為世界級歷史文化公園，T5航站樓前世界級城市客廳，形成世界上唯一一個古代文化與現代文明交相輝映的空港區域，將順陵遺址潛在的文化資源轉化為觀瞻文物、旅游觀光、文化娛樂、假日休憩、候機體驗的特色目的地和文化展示窗口。

In the world, there is only one international hub airport that is adjacent to a national cultural relic protection unit, and only one large ruin enjoys an international hub airport. In order to further protect well the Shunling ruins, properly handle the relationship between the protection of cultural relics and regional development, we will, through the “ruins park model”, construct Tangshun Tomb Ruins Park, making the ancient culture matching the modern civilization, and building Tangshun Tomb into a world class historical and cultural park. The world class city living hall before T5 terminal has formed the only airport area in which the ancient culture and modern civilization are reflected each other, turning the potential cultural resources of Shunling Ruins into characteristic destination and cultural display window for viewing cultural relics, travel and sightseeing, cultural entertainment, holiday rest, and waiting experience.

　　三、競賽內容

III. Contents of the Contest

　　設計內容：陜西省西咸新區空港新城唐順陵遺址公園規劃設計。

Design contents: Planning and design of Tangshun Tomb Ruins Park in Airport New City of Xixian New Area, Shaanxi Province.

　　以國際眼光、世界標準、融合空港特色、堅持保護為主，合理利用，重點研究公園主題定位、文物保護、功能布局、遺址展示、景觀風貌、設施配套、綠化種植、主題活動等內容，將唐順陵遺址公園打造為世界級的歷史文化公園，并與機場T5航站樓形成古代文化與現代文明交相輝映的世界級城市客廳。

The design shall be dominated by the international vision, the world standard, the integration of the airport characteristics, and protection, rationally use and focus on the theme orientation of the park, the protection of cultural relics, the functional layout, the ruins display, the landscape style, the facilities, the green planting and the theme activities, so as to make Tangshun Tomb Ruins Park into a world class historical and cultural park, and forming a world-class city living room that reflects the ancient culture and modern civilization.

　　四、組織方式

IV. Organization Mode

　　1、競賽活動形式

1. Form of contest activities

　　（1）本公告面向國內外公開發布，采取公開報名形式。從公告發布之日起，接受中華人民共和國境內外設計單位的報名。

(1) The announcement is open to the public at home and abroad and adopts the form of open entry. From the date of releasing the announcement, the entry by design units within and outside People’s Republic of China will be accepted.

　　（2）競賽組織單位將對提出資格申請的設計單位進行資格預審，最終選出5家受邀參賽單位，發出正式邀請函，未入圍的單位恕不另行通知。

(2) The organizing unit of the contest will review the pre-qualification of the design units that put forward the qualification application, and finally select 5 invited participating units and send out the formal invitation. The units that are not selected will not be notified in advance.

　　（3）如果發現參賽單位弄虛作假或者擬派項目負責人沒有履行競賽活動相應職責及義務的，該參賽單位的參賽資格將被取消，并由下一名參賽單位遞進補充，以此類推。

(3) If an entrant is found to be fraudulent or the proposed project manager fails to perform the corresponding duties and obligations of the contest, this participating unit shall be disqualified, and the next entrant will progressively supplement the vacancy, and so on.

　　（4）獲得正式邀請的參賽單位收到邀請函后，應在3日內進行確認。

(4) After receiving the invitation, the participating unit obtaining the formal invitation shall confirm it within 3 days.

　　（5）每家參賽單位應在規定時間內完成并報送一個有效方案。

(5) Each participating unit shall complete and submit an effective plan within the specified time.

　　（6）以聯合體形式參加競賽的，聯合體各方應簽訂《聯合體協議》，連同其他報名文件一并提交代理機構。聯合體各方不得再單獨以自己名義，或者與另外的設計單位組成聯合體參加此次競賽。

(6) When participating in the contest in the form of consortium, the consortium shall sign the Consortium Agreement and submit it to the agency together with other application documents. The consortium shall not participate in the contest alone or in conjunction with other design units.

　　2、競賽活動的費用支付（稅前）

2. Payment of fees for contest activities (before tax)

　　競賽參賽單位按照競賽文件要求遞交方案經評審設計深度滿足任務書要求的參賽人均獲得參賽補償費用80萬，第一名獲得競賽方案整合以及最終方案設計資格，整合及后期設計費用為150萬元。

The participating units shall submit their plan in accordance with the requirements of the contest documents. If their design and plan deeply meet the task requirements after review, each participant will each receive 800 thousand yuan as compensation for the participation. The first place winner will obtain the qualification for the plan integration and final design. The fees for integration and later design shall be 1.5 million yuan.

　　五、參賽人基本要求

V. Basic Requirements for Entrants

　　1.參賽人指響應競賽活動的法人或其他組織。

1. Entrants refer to the legal person or other organizations responding to the contest.

　　2. 中華人民共和國境內潛在參賽人應具有國家文物局頒發的文物保護工程勘察設計資質, 境外潛在參賽人必須和境內具有前述資質的單位組成聯合體方可參加競賽申請。

2. The potential entrants in the People’s Republic of China shall have the qualification of reconnaissance and design of the cultural relics protection project issued by the State Administration of Cultural Heritage. The potential entrants abroad must form a consortium with the units with the above qualifications in China to participate in the application.

　　3.近三年（2014年1月1日以后，以合同簽訂日期為準）業績要求：具有遺址公園或大型景觀園林項目業績。

　　3. Performance requirements in the past three years (after January 1, 2014, the date of contract signing shall prevail): project for ruins parks or large-scale landscape gardens.

　　4．參賽單位的擬任項目負責人須具有相應專業高級職稱，且具有遺址公園或大型景觀園林項目業績（項目負責人身份）；境外參賽單位項目負責人，非中國國籍須具備相應國相應資格，且具有遺址公園或大型景觀園林項目業績（項目負責人身份）。

4. The proposed project leader of the participating unit shall have the corresponding senior professional title, and have the performance of the ruins park or the large-scale landscape garden (as the project leader); the foreign project leader (non Chinese nationality) of the participating units must have the corresponding qualification of the corresponding country, and have the performance of the ruins park or the large-scale landscape garden (as the project leader).

　　5.信譽要求：參賽人具有良好的社會信譽，沒有處于被責令停業、財產被接管、凍結、破產和重組等狀態。

5. Credit requirements: the entrant shall have good social reputation, without being ordered to stop business, property taken over, frozen, bankruptcy and reorganization and so on.

　　六、資格預審方法：有限數量制，數量限制5名。

　　八、附則

VIII. Supplementary Provisions

　　1、本次競賽活動所涉及的往來函電、文件和設計成果均應使用簡體中文。

1. All the correspondence, documents and design results involved in this contest shall be in simplified Chinese.

　　2、費用以人民幣支付，設計補償費均為稅前金額。設計單位所獲設計補償金產生的稅金以及該設計單位在征集活動過程中的一切費用自理。

2. The fees are paid in RMB, and the design compensation fees are before tax. The tax arising from the compensation fees for design obtained by the design units and all the expenses incurred during the solicitation activities shall be borne by the design units on their own.

　　3、競賽組織單位擁有本次競賽活動的最終解釋權。
